Will Dodge dealers REALLY hold back on SRT Demon

According to this article in Canadian Auto World, FCA is restricting dealers from taking deposits on the upcoming SRT Demon.
Can they really do that? Will dealers really abstain?
Dealers have always tried to maximize profit from 'demand cars'. My personal experience with Hummer, Bentley, and Ferrari demonstrated how dealers will 'adjust' the list of orders or find ways to add more direct or indirect profit.
Chevy dealers did it with the Stingray and ZR1s, ford dealers have done it with the GT, and even MINI dealers in the early days included involuntary add-ons when their cars were in demand.
It's human nature for people to want to be first at any price, and human nature for dealers to leverage the simple laws of supply and demand, even in light of compromising future business...
Will anything change?
