How do you manage your shop capacity workload?

Is it safe to say most service shops manage appointments based on drive capacity and not shop capacity?
How can we deliver on promise time if we don't actually know what time the technicians are actually available or working on other cars?
We know how many cars are in the shop, but you can not base your workload off how many cars you have in the shop, as each car has a different workload. I may have 10 cars on Monday and be 90% booked and have 20 cars on Tuesday and only have 30% booked hours.
As even though on Tuesday there are twice as many cars, they are quick oil changes and on Monday I have half the cars but the work orders are heavy work like transmission, clutch, balance, rotors, etc..

So just counting the amount of cars you receive in one day cannot define your workload. You must also manage the production if you want to increase productivity and provide a real service.
