Do your test leads include a phone number or email address?
If you're sending a test lead to any CRM without either a phone number or email - it will not show up as it may be looking at it as an invalid lead.

I just attended NADA 2018 in Las Vegas and spoke with Fortellis team members. Basically, Fortellis is a developers toolbox to create APIs for their software to integrate dealership sites. It creates a standardization for connecting to third-party vendor software.
