With the current state of the industry, I’ve been seeing dealerships concentrate less on sales, and more on filling their inventory.

What are your thoughts on this?

Inventory has always been king.
You can't sell what you don't have and with every dealership being on all the classifieds sites, if you have it they will find you.

Even if your target market is tire kickers, you still need tires to kick.

Is that what our current market is saying? Sure seems to me like a lack of inventory might be increasing sales. I honestly think I could put a 2019 hundred thousand mile pink Silverado with the rockers rusted out on the lot for $80,000 and still sell it.
