Since most OEM's are suggesting that dealers use their website providers does that leave out the fact that new companies with better technology cant get involved?

After talking with Acura and Toyota they mandate dealers use their website providers, however BMW does not mandate but will de-inked the dealer from their website.

It depends on the OEM compliance / regulations. There are plenty of dealers using 3rd party vendors that aren't "preferred." There are dealers that use OEM-preferred vendor platforms, as well as an additional site that, generally speaking, are much more search engine friendly and give room for greater control. Case by case basis on the top.
