I know that dealers have customers sign a Privacy Policy document.  It states that dealerships have to provide customer information to others to complete the transaction.  Obviously, a dealership must send it to lendors to secure finanacing.  That information is also provided when submitting a vehicle delivery report.  I don't think the privacy policy extendeds itself to third parties to mine information through a dealerships DMS.
