F&I forms in ADP (or anywhere, really)

How do you handle your forms creation and editing? I've taken on the roll of forms builder for the impact forms, but laser forms are just a nightmare. No one at ADP seems to know what's going on with creation or editing of forms and I don't know any third parties off hand that do this sort of thing.

In reynolds there is a forms editing screen. To access this you have to be given access by Reynolds. It seems to me that this is grandfathered in and no longer available. In 2004 it took my first born and an act of congress to get this access; I can only imagine what it is like now.
