High Frequency for AIA on Facebook

Seeing high frequency when running Automotive Inventory Ads on Facebook (in the 15-30 range). There doesn't appear to be any way to control for frequency capping when running Automotive Inventory Ads on Facebook because you can only select one campaign objective, which for AIA needs to be Catalogue Sales not Reach. Is anyone else seeing this and have you found any means of controlling it?

Secondary question, when measuring frequency for AIA, is Facebook saying that the user is seeing the exact same vehicle VIN ad, or is this calculating off of how many vehicles the user is looking at?
