Often I pass people on the highway that significantly slowdown without reason, go off to the side of the road, or swerve left and right like they are drunk... often these people are talking or looking at their cellphone.. not just teens.
I'm honestly OK with that ruling, people don't think about their actions and how it can affect others often enough. Sadly this will widely go unnoticed as the population that most needs to hear this news most, doesn't take time to read the news...
