Thoughts on Keysavvy and aren't they facilitating straw purchases?

Not sure if I posted this in the correct section but, for those that don't know, Keysavvy allows private sellers to offer the 30% Clean Car tax rebate on a used car they are selling to circumvent something that only dealers are entitled to do. When a private seller or buyer agree on a deal for used EV, the seller sells the car to Keysavvy, who then sells it to the buyer at 30% off ( less their fee). Sounds like a straw purchase arraignment to circumvent the spirit and intent of the clean car program for used EVs. Probably a gray area legally at least, if not potentially illegal, along the lines of the Montana car registration scam.
 
Smart on their part. As far as I knew the initial service was essentially an escrow between private parties. Someone internally must have realized the EV tax credit loophole because they have a dealer license. Doesn't sound illegal yet, but probably should be.
