I used to get those things. You can reach a point, when the quality is so poor, it is in your best interest to request that you don't get them. Nissan used to send us an address to send a brochure, which counted as a lead. I'm not spending the money for the brochure and postage to send to "Donald Duck" or "Joe Smith".

At one store, I was paid a bonus when my closing percentage (of Leads) was more than 15% and went up each percentage above. There was a volume qualifier but also volume bonuses. I couldn't afford low percentage leads.
