Pre-Ordering New Vehicles for Customers with CFC

Does anyone know if the NHTSA has confirmed that it is an acceptable practice to order a new 2010 vehicle for a customer and use that in a submitted CFC deal?

Or has anyone done this successfully?

A customer called saying they spoke to someone on the NHTSA hotline who told him that yes, it was an accepted practice. We're not willing to bet $3500-4500 per deal that that person was 100% certain though

My Used Car Mgr just got a email alert from NADA or Auto News saying you could. Don't take my word for it though.

I haven't read any amendments that let you submit without a c of o.....would need the manufacturer to escalate delivery of that doc. to be in compliance unless I am missing something???
