I’ve been trying to find a website or software that fully decodes vin numbers down to find the exact vehicle info color all the way down to the color and exterior. Does anybody have one?

Can you explain your application a bit more? There are tons out there. Some more detail on what you want to accomplish could help.

Thats called Build Data. You can license it from Chrome

VIN does not contain color. You need a VIN decoder with either OEM build data or a database of historical scraped data.

I deal exclusively with Teslas and decoding their VINs but I understand that vehicle color cannot be determined by the VIN.
For those who may be interested in decoding the VIN on a Tesla, this should help.

Tesla's VIN follows the standard 17-character format, and the digits encode things like:

• Position 1–3: World Manufacturer Identifier (e.g., 5YJ = Tesla USA)
• Position 4: Line/Series (S, 3, X, Y, Cybertruck)
• Position 5: Body type
• Position 6: Restraint systems / safety
• Position 7: Drive unit / motor configuration (e.g., RWD, AWD, Performance)
• Position 8: Battery/variant
• Position 9: Check digit
• Position 10: Model year
• Position 11: Plant (e.g., Fremont, Gigafactory Texas, Shanghai)
• Positions 12–17: Sequential production number

Color is simply not part of the VIN specification — this is true across all automakers, not just Tesla. Paint color is tracked separately in Tesla's internal build records and shows up in the vehicle's Monroney sticker, window sticker, or order confirmation, but it's not embedded in the VIN itself.

For my WattMatters use case, color detection has to come from other sources — the Vision API scan of vehicle photos or the dealer's inventory feed data, which is exactly how your inventory_scanner.py handles it. Reach out if you have any Tesla related questions.
