Transferring customer data from between dealerships

Does anyone have experience (preferably in CA) moving data from one dealership to another (same brand) from a legal standpoint. I'm reaching out to ComplyAuto as well, but i'm looking for some legal guidance on what we can and cant do when it comes to transferring customer data and marketing to them from the new dealership crm (email, social and direct mail).

Your customers would have been presented with a privacy notice, I am guessing. What does that privacy notice state you would be doing with their information?

Isn't there a threshold in California? Something to do with 20,000 Californians before a larger law takes hold?

Just wondering, doesn't this also depend on what data was collected and if it contains PII?
