If you signed it, you are certifying under penalty for fraud that you meet all the criteria for the program. You may want to bring that up to your lawyer. The dealer is not required to verify all docs are compliant, they are only required to submit your documents to the govt for review and hopefully approval. Not only is the dealer within their right to cancel or reverse your sale, they are REQUIRED to report any and all fraud. I would talk to the dealer and forward the entire law, which is available on the cars website, to your attorney.
