I am looking for a normalized YMMT library that is in the public domain, or, avail for a small fee. A highly vetted output is preferred.
This should be pretty easy for USA, but we are currently trying to do this overseas where there are 65 Chinese brands in the market - oof.

Have you checked to see if the free databases from NHTSA will work? I would assume between that and freely available registration records you could AI down to a set of unique values pretty easily.
